TL;DR
- The government fee is the same whoever files: HK$3,895 for a private company limited by shares, being HK$1,545 Companies Registry (e-filing) + HK$2,350 Business Registration (one year).
- DIY filing is possible, but you still need a Hong Kong address and company secretary from day one.

The government fee everyone pays
For a private company limited by shares, the Companies Registry charges HK$1,545 for an electronic application (HK$1,720 on paper) and the first one-year Business Registration Certificate costs HK$2,350, HK$3,895 in total for 2026/27. The BR fee went up by HK$150 on 1 April 2026, when the levy that had been waived for two years came back. Any package price should say whether it includes these fees.
What a package should include
Expect the incorporation filing, the first year's company secretary, a registered address, the Significant Controllers Register and designated representative, your certificates and articles, and help with a bank account introduction. The register and the representative are legal requirements for every unlisted Hong Kong company. The better packages add mail scanning and unlimited changes, and the worse ones charge for each of those. A seal, chop or green box isn't a legal requirement (the Companies Ordinance makes the common seal optional), so don't pay extra for one unless someone you deal with insists.

The large digital providers
The large online platforms operating across Hong Kong and Singapore publish their prices. On 20 September 2026 one listed an entry package at HK$4,650 without a registered address and an all-inclusive one at HK$8,950 with it, government fees included. They're large, app-based operations with plenty of published guidance. Promotions change often, so check what "all-inclusive" covers on the day.
Account-led providers
Here incorporation is bundled with the provider's own business account, typically at one price with no tiers. It suits founders who want the account sorted at the same time and are happy to bank with that provider.
Offshore specialists
These firms sell packages covering Hong Kong and a range of offshore jurisdictions. They're a good fit if you're still comparing Hong Kong against a BVI or Singapore structure.
Local boutique firms
Hong Kong-based firms, usually with a smaller team, are in our experience often cheaper on the headline price. They're fine for a local founder who can walk in. If you need everything done remotely and in English, ask how they handle identity checks and signing before you commit.
Questions to ask before you pay
Ask whether the HK$3,895 government fee is included, what the secretary costs from year two, and what the fee is for a share transfer or a director change. You'll also want to know who the designated representative will be and whether you can open the bank account without flying in, though approval is always the bank's decision. Ask what happens if a filing is late, because the late fees and any prosecution fall on the company and its officers. Get the answers in writing.
